Terror Trial

Put that the Prime Minister referred to Muktar Ibrahim directly in his answer today at PMQs and what was he looking at specifically in regard to the case, the PMS said that what he was referring to was the issue around what happened in relation to people who had been charged with terrorism offences and whether or not they could subsequently travel abroad. What the Prime Minister said was that he had asked the Home Secretary to look into this matter.

Asked for more information regarding the measures in the Counter Terrorism Bill and had any conclusions been reached, the PMS replied that there was a period of consultation going ahead which had to be concluded at some point. Once that had happened, we could move onto the legislative phase, but there was no new development on that today.

Asked if the Prime Minister would like to se an inquiry into security measures that surrounded Muktar Ibrahim before he was arrested, the PMS replied that there were a number of issues that arose in relation to this case. In relation to two of those issues, (whether or not someone who was guilty of a crime should be deported from the country) which would now be dealt with under the current Border immigration Bill. Secondly, people who applied for passports who had offences as a juvenile would be dealt with under the UK Borders Bill. The third issue surrounding a visit to Pakistan was something that the Prime Minister had asked the Home Secretary to look into.

Asked for further information about the Home Secretary’s brief regarding this case, the PMS replied that she was asked to look at this specific issue in relation to people who had been charged with terrorist offences being allowed to travel overseas.

Put that there was a lot of concern that Muktar Ibrhaim was allowed to leave the UK with no checks and then return to the UK, and was the Home Secretary going to look at widening the group of offences, the PMS replied that if there were any such issues that the Home Secretary identified that she was asked to look at by the Prime Minister, then she would report back with proposals and recommendations.
Asked further about visits to Pakistan, the PMS explained that it was in relation to the issue that had been raised. What the Home Secretary was looking at was the issue of people being charged with terrorism and whether or not they should be allowed to travel abroad. At this point, we were not making any comment or suggestion about specific countries, as that might be something that the Home Secretary might look at.

Asked if she was looking at specific visits made by Muktar Ibrahim, the PMS replied that she was looking at the more general issues that had arisen in relation to this.
