Asked what the Prime Minister thought of the idea for a devolved parliament for England, the PMOS said that the comments running on the wires from the Newspaper Society event today would cover what the Prime Minister had said including why he values the Union, and he believes that the Union as a whole operates better together as a unit; his argument was that the momentum of history is towards better co-operation and in terms of Regional Assemblies, we have set out our position on that. Asked if the Prime Minister would be meeting the Taoiseach today, the PMOS said that he was not aware of any plans to do so. As people would expect, we had been in close contact with the Irish Government following events on Friday, and therefore, the PMOS said that he did not think a meeting was necessary. Asked what would happen in Northern Ireland, if the Assembly would be suspended, the PMOS said no, what the Prime Minister had said this morning was that while there was confusion over what happened this morning there is not confusion about the bottom line. The bottom line is this that if the parties live up to their commitments on policing and power sharing, if the Democratic Unionist Party (DUP) and Sinn Fein emerge as the two largest parties after the election then the people of Northern Ireland now know who their first and deputy first ministers will be, and that would be Dr. Ian Paisley and Martin McGuiness. Asked to elucidate on the story in the Guardian about contracts between individuals and public services, and would the Government make people lose weight before agreeing to give them hip replacements, the PMOS said that as he had been rather otherwise engaged that morning, he was not aware of the detail of the story. Asked if the Government had had any discussions regarding Mr. Litvinenk and the Russian authorities, the PMOS said that there was a police investigation going on and we should allow that to go on. The PMOS said that Cabinet had a preliminary discussion on the future of our independent nuclear deterrent and in particular so in the context of how to protect this country in an uncertain world in the next 20 to 50 years. The next step will be for a further Cabinet discussion with the publication of a white paper before Christmas; there will then follow a period of discussion and a debate in the House of Commons at a time agreed through the normal channels early next year; and the vote will be on a Government proposal contained in the white paper.
