Asked whether the Prime Minister was considering asking Government buildings to fly the flag outside England, the PMS said what we had removed were the restrictions that relate to the flying of flags and we had shown the lead by flying the flag above Downing Street, and other Government departments had followed this lead. It was really a matter for individual institutions to decide their response. Asked whether schools would be encouraged to fly the flag, the PMS said at the moment there was a consultation looking at all these issues, and in advance of the conclusion of this consultation we had changed the restrictions. Asked how these restrictions would change, the PMS said the Department of Culture Media & Sport were the lead department for enforcing these restrictions in consultation with the Palace. Asked whether the Prime Minister would expect Government buildings in Scotland to fly the Union Jack, the PMS said the Prime Minister’s view was that there was a consultation on going, which was initiated on Tuesday in the Constitutional statement. In advance of the conclusion of the statement, all we had done was lift the restrictions that currently applied. Asked whether we expected to see a flag flying above Downing Street every day of the year, the PMS said the Prime Minister had answered this question in numerous TV interviews he had given over the past twenty-four hours, where he had said yes, this would be the expectation. Put that from memory there were two flag poles in Downing Street, and could the Prime Minister fly another flag, for example, the Scottish flag or the European Union Flag, the PMS said he would add this to the list of representations to the constitution.
