Asked about the significance the Prime Minister attached to constitutional reform, given that his first statement to the House would be on this subject, the PMS replied that the Prime Minister felt that the issues to be covered tomorrow in relation to the conduct and manner of the Government, and the balance of power between the Government, Parliament, and the people, merited a Prime Ministerial statement. Asked if the doctors who were recently arrested at the weekend in connection with the security alerts and incident at Glasgow airport were in Britain legally, and what was the Prime Minister's view about the fact that professionals were involved, the Prime Minister's Spokesman (PMS) told journalists that this was an ongoing police investigation and it would therefore be inappropriate for him to comment whilst it was still ongoing. Asked why the Prime Minister was giving the statement to the House tomorrow on the constitution, rather than Jack Straw, and also, was there any further information about the Health statement, the PMS told people that the Prime Minister considered it to be an issue of such importance that he should give the statement, as it was about the conduct and running of Government, and the balance of responsibilities between Government, Parliament and the people. In the Prime Minister's view, that merited a Prime Ministerial statement. With regards to the Health statement, people would have to wait until Wednesday.
