Asked about the terms "Islamic","Islamist", "Muslim" and terrorism and what was the policy about using those words in relation to terrorist incidents, the PMS replied that there was not a strict Government policy on the use of words. The PMS referred people to what the Prime Minister had said at the weekend about the need to ensure that extremists in all communities were isolated from moderates in all communities. Asked if there was an understanding, as it appeared that people were sticking to this new language, and how was it characterised, the PMS replied that the Prime Minister had spoken about it at the weekend. There had been no set of instructions that he was aware of sent around Government, but people may have noted the language used by the Prime Minister, Jacqui Smith or Hazel Blears, but there was no edict. Asked if the Prime Minister had been consulted on the possibility of lowering the current threat level from Critical to Severe, and if so, did he think that would be appropriate at this time, the PMS said that the Prime Minister would think it was a matter for the Joint Terrorism Analysis Centre (JTAC) who handled this issue.
