Put that the most senior civil servants in Scotland had said today that the Executive were moving towards separating the Scottish civil service from the Home civil service, and as the Minister in charge of the civil service, what did the Prime Minister make of it, the PMS said that we had not seen any of the proposals, so it was better not to comment until we had.
