Asked about the significance the Prime Minister attached to constitutional reform, given that his first statement to the House would be on this subject, the PMS replied that the Prime Minister felt that the issues to be covered tomorrow in relation to the conduct and manner of the Government, and the balance of power between the Government, Parliament, and the people, merited a Prime Ministerial statement.
