Asked why the Prime Minister was giving the statement to the House tomorrow on the constitution, rather than Jack Straw, and also, was there any further information about the Health statement, the PMS told people that the Prime Minister considered it to be an issue of such importance that he should give the statement, as it was about the conduct and running of Government, and the balance of responsibilities between Government, Parliament and the people. In the Prime Minister’s view, that merited a Prime Ministerial statement. With regards to the Health statement, people would have to wait until Wednesday.

Asked for further information regarding tomorrow’s Cabinet meeting, the PMS said that we would not brief in advance of Cabinet. As he had said last week, Cabinet would now meet on Tuesday mornings because following the change in the time of the sitting of Parliament, if Cabinet went on for a long time on Thursdays, any Ministers with Parliamentary engagements had to leave early. That issue would not arise on Tuesdays.

Asked if the Prime Minister planned to hold monthly news conferences, the PMS confirmed that as he had said last week, he would hold regular meetings.

Put that the Prime Minister had spoken about curbing powers, but were there any thoughts about the Prime Minister’s ability to dissolve Parliament, the PMS said that people should wait for the statement tomorrow, and he would not pre-empt that.
