Asked whether the PMOS agreed that the phrase " black economy" should not be used because it was racially sensitive, the PMOS said if the journalists were referring to Tuesday’s press briefing, then it was actually journalists who had used the term to him. It was up to others to decide on the term’s appropriateness

Thanks to this site, we can see what the PMOS said on Tuesday. Journalists raised the term, and then the PMOS used it too.
"Asked whether the Prime Minister agreed with Mikes Gapes who had said that this would force people to the black economy, the PMOS said, … There were real incentives in the system to prevent people going onto the black economy."

This black economy was initially created by the current GV by maginalising a large part of the society – nearly one in every 60 people has no right to work or live a decent life .Why?Because illegal immigrants have no voice.
