Asked if the Prime Minister remained of the view that there was no need for an inquiry into the lobbying allegations, the PMS said that the Prime Minister was clear that there must be no blurring of the line between public service and private gain, and therefore completely condemned the claims made by former Ministers. It was not for the PMS to comment on the action taken by the Parliamentary Labour Party, but Francis Maude and Sir Gus O’Donnell had corresponded regarding the steps taken to ensure that there was no impropriety by current Ministers or officials. Permanent Secretaries were the accounting officers so it was for them to assure the Cabinet Secretary that they were satisfied in relation to the allegations made that there had been no impropriety or improper conduct in relation to Government policy and decisions. In terms of the behaviour of former Ministers, they were covered by the Ministerial Code and those who left Ministerial office after a certain period of time were a matter for Parliament.
