Asked about the Written Ministerial Statement (WMS) on universal jurisdiction would be setting out today, the Prime Minister’s Spokesman (PMS) said that he would not pre-empt the WMS but there would be draft clauses which would then be subject to a relatively short consultation. The intention was to legislate as quickly as possible, but the main policy issues were set out in the Prime Minister’s article. This was about ensuring there was a proper process for people who wished to take action, in particular, there was a case now for the evidential basis on which arrest warrants could be allowed to be tougher, and for restricting the right to prosecute the narrow range or crimes that fell under universal jurisdiction, to the Crown Prosecution Service alone.
Asked why this was happening now, the PMS said that the Prime Minister had been focussed on this for some time. It was a complex issue but one of importance and the Prime Minister’s article today set out the Government’s position.
