The Prime Minister's Official Spokesman (PMOS) informed Lobby that Lord Drayson has been promoted to Minister of State for Defence Equipment and Support. He will oversee the new Defence Equipment and Support Organisation, which will be formed in April this year following the merger of the Defence Procurement Agency and the Defence Logistics Organisation. Put to him that in a response this morning the PMOS had said that he did not think anybody from No10 was involved with the story in the Guardian, and asked whether in this reply he drew any distinction between civil servants and political appointees, the PMOS replied that the answer to the last point was no. Put to him that the German Ambassador to the UK had said this morning that Britain agreed with Germany that there should be one Foreign Minister for the EU, the PMOS replied that in terms of the overall position on the Constitution, that was a matter that would not arise until June. This week's Summit was about climate change and energy and in terms of the Berlin Declaration a celebration of 50 years - nothing to do with the Constitution. Asked if he could give any guidance on the Prime Minister's voting intentions on Lord's reform, the PMOS replied that the Prime Minister would be voting, and supported Jack Straw's attempt to reach a consensus. In terms of precisely how he would vote, everyone would have to wait until the event, or near the event, as the Prime Minister believed that MPs should not be influenced by how he intended to vote in what was a free vote. Asked for further information on the reports of a British person captured in Afghanistan, the Prime Minister's Official Spokesman (PMOS) said that we were still investigating on the ground, therefore, more information was needed before commenting in any way. The PMOS added that as he understood it, for journalists' guidance, they should be careful about the name of the person that was going around, as it was not quite as it seemed. Asked that if the document was not an email, then what was it, when was it written and was there any more information on it, the PMOS replied that yesterday, and for reasons that he hoped people understood better today, we felt that we had to comment. Today, however, there was not that need to comment, and the PMOS said that he was not going to give a running commentary. This was a police investigation, and the normal rules applied, therefore, under those normal rules, we did not comment on the police investigation or on any alleged evidence that came to light. Asked for further information about the Prime Minister's vote tomorrow on the House of Lords reform, the PMOS replied that as he had said yesterday, he was not going to say what the Prime Minister was going to do before the vote. On a free vote, it was tradition that we stood still so that people felt that they could exercise a free vote. The Prime Minister would then vote the way he would vote. Asked for further information on the Prime Minister's meeting with Prime Minister Reinfeldt of Sweden, the PMOS said that this would be their first meeting in London. It would be a chance for them to get to know each other, as well as a chance to go over the European agenda, especially in the run up to the Energy Summit this week. Asked if the Prime Minister recognised that the important things on the EU agenda were now globalisation, climate change and tackling poverty, the PMOS said that given that that was our agenda at Gleneagles, it would also be our agenda in Europe and at the G8 as well.
