Asked for the Prime Minister s view on car scrappage, the PMS said that we continued to look at the possibilities of such a scheme, but no decision had been taken. Asked if the Prime Minister had been keeping up to date on events in Thailand and North Korea, the PMS said that the Prime Minister had been kept up to date on both subjects. In regards to Thailand we continued to monitor the situation; so far no British tourists had reported any incidents directly affecting them. We did not believe that the violence displayed had any part to play in achieving political aims and our travel advice remained under constant review. We continued to condemn the actions taken by North Korea, which only served to isolate them further from the international community. Asked if the Prime Minister regarded the success of the VAT cut as a green shoot of recovery, the PMS said we continued to monitor developments in the economy very closely. The Prime Minister was confident that the cut in VAT was the right thing to do; it was the quickest and most direct way of providing real help to everybody, not just income tax payers, at a very difficult time. We would continue to assess the further impact and the Treasury would update the situation in the Budget next week.
