Asked if the Prime Minister intended to respond to the First Minister’s letter about oil taxes, the PMS said that the Treasury had been responding to this and that the Chancellor had said something yesterday on the Scottish edition of the BBC Politics Show. We would not accept the premise of Mr Salmond’s letter on a "tax windfall"; the affect of any increase in revenue from fuel would generally be offset by other factors that affected the wider economy and therefore public finances. The UK had well-established tax and fiscal rules that applied across the whole of the UK. Asked if the Prime Minister would respond to the letter, the PMS replied that he would check but that as of last night, when the story started circulating, we had not received it. Once we had received the letter we would look at it and consider our response. Asked what the Prime Minister thought about Derek Simpson’s (joint general secretary of Unite) idea for a windfall tax on oil companies, the PMS replied that journalists would not normally expect him to comment on individual tax matters; these were matters for the Treasury and the Chancellor.
