Pre-charge Detention

Asked about the meeting between the Prime Minister, the Home Secretary and the Chief Whip this morning, the PMS replied that journalists would not expect him to confirm or comment on internal meetings that the Prime Minister had; it was very clear what the Prime Minister’s position was regarding pre-charge detention, as was set out in the Times this morning.

Asked for the position on the vote next week and if the Prime Minister would view a Government defeat as a vote of no confidence, the PMS replied that the Prime Minister and his Ministerial colleagues were working hard to ensure that that situation did not arise.

Asked if the Prime Minister would be having meetings with MPs regarding 42 days or if the Home Secretary would be doing that, the PMS said that the Prime Minister spoke to his Parliamentary colleagues about a whole range of issues all of the time, as people would expect; it was a perfectly normal thing for the Prime Minister to do, particularly regarding important issues.

Asked what day the amendments to the Bill would be published, the PMS replied that as and when we were in a position to say anything further on that we would let people know.

Put that the Prime Minister and Jack Straw had spoken respectively about "truly exceptional circumstances" and a "grave terrorist emergency" and asked what they had meant, the PMS replied that we had set out the details of this on several occasion during recent months; the core text it was best to refer to was the document on the pre-charge detention of terrorist suspects produced by the Home Office last December.

Asked about the Home Secretary’s announcement tomorrow, the PMS replied that this was about the PREVENT strategy on counter-terrorism, which included the hearts and minds agenda.
