Asked why Quentin Davies had been in Brazil, the Prime Minister’s Spokesman (PMS) directed journalists to speak to the Ministry of Defence. Asked if the Prime Minister had had any discussions with Quentin Davies about paying back the money he used for roof repairs, the PMS said that she would not get into discussions about individual MPs and their expenses but the Prime Minister’s views on MPs’ expenses were clear; he encouraged all MPs to repay what had been set out by Sir Thomas Legg in his review. The Prime Minister was happy that there was a new system in place; a new transparent system would be under the control of Independent Parliamentary Standards Authority (IPSA) rather than under the control of MPs. Asked if the Prime Minister agreed that there had been a great improvement on the previous situation and that MPs had heeded public anger, the PMS said that the Prime Minister was keen to see the public’s confidence in the parliamentary system restored, and that was why the Government had taken action to introduce the IPSA and to reform the system of expenses. It was right that the House of Commons authorities had taken a lead on this and the Government had taken forward legislation required to implement Sir Christopher Kelly’s recommendations.
