Asked if the Prime Minister would be going to Belfast and how the progress report would be delivered to the Prime Minister and Brian Cowen, the PMS said he could not confirm forward travel and referred to the Prime Minister’s statement of Wednesday that Friday would be an important day and that the Prime Minister expected a progress report on the discussions in Northern Ireland from the First Minister and Deputy Minister and that the Prime Minister believed there was a reasonable basis for an agreement. The PMS added that if no agreement was reached the Government had made clear it would present its own proposals. Asked if there was a more specific deadline for the Northern Ireland leaders, the PMS said the deadline for a progress report was Friday 29th January. Asked how the UK could impose its proposals, the PMS said the Government would await the outcome of the progress report and added if no agreement were reached the Government’s proposals would be set out for wider discussion and debate. Asked if the Prime Minister had spoken further to Secretary of State Clinton on the Northern Ireland situation, the PMS said she had been in London for the Afghanistan conference and they would have discussed a range of issues as part of her visit.
