“Non Dom” Legislation

Asked about the legislation that Harriet Harman had spoken about in PMQs today, the PMS referred people to what the Leader of the House had said on the matter. Generally, the Government had supported the principle that all MPs and peers should be UK taxpayers and the House of Lords White Paper last year made that clear.

The Government also legislated in the summer to require people giving large political donations to declare that they were residents and domiciled in the UK for tax purposes. The Government had already proposed that members of a reformed secondary chamber should be full UK taxpayers too. We would bring forward legislation to ensure that people who sat in either House were treated as resident, ordinarily resident and domiciled in the UK for tax purposes.

Asked when the legislation would be brought in and would it be part of the Constitutional Renewal Bill, the PMS said that it was a possible vehicle.
