Asked if the Prime Minister backed the recommendation for a Standards Commissioner for the Lords and did he think that the peers had got away with a lack of regulation for too long, the PMS said that the Prime Minister thought that the whole system was a discredited, old system. He was particularly focussed on the House of Commons in the run-up to the publishing of the Kelly Report.
The PMS said that we needed to ensure that Parliament as a whole was in a position where it moved from an old system to a new system and the Kelly Report was an important part of that process.
