Downing Street Says » Kelly review

Asked if it was still the Prime Minister’s view that the Kelly report should be accepted in its entirety, the Prime Minister’s Spokesman (PMS) replied that the Prime Minister said on 10 June 2009 that all parties have committed themselves to accept the further recommendations of the independent Kelly Committee when they were received, provided they met the tests of increased transparency, accountability and reduced costs for the taxpayer. When the report is received it will be for the Independent Parliamentary Standards Authority (IPSA) to detail the rules.

Put that the criteria had been met by the information that appeared in the press overnight, the PMS replied this was not public information and the Prime Minister would look at the report before it is officially published. Asked if the Prime Minister thought the publication date should be brought forward the PMS replied that November 4 was a firm publication date. The PMS said it was regrettable that advance information had come out but it was necessary to wait for the official report to be published.

Asked if the Prime Minister would make a statement on the Kelly Report when it was published, the PMS replied that decision has yet to be made. The PMS said the implementation of the report was a matter for IPSA however the Prime Minister was likely to take a view on the report if asked. The PMS said any decision on debates or votes would be taken by the appropriate House authority.

Asked if the Prime Minister’s comments about pricing people out of politics would count as a further proviso for acceptance of the Kelly report, the PMS said that issue would be covered by the test of reduced cost for the taxpayer.

Asked if the Prime Minister had a view on MP’s employing relatives, the PMS said the Prime Minister would not comment on the substance of the report until it was published.

Asked who had taken the decision that the IPSA Chair should receive a salary of 200,000 and whether this was warranted, the PMS replied the Senior Salary Review Board were likely to have overseen the matter and the Prime Minister believed the role should be filled by the best person for the job.
