The Prime Minister’s Spokesman (PMS) said that the Secretary of State for Northern Ireland briefed Cabinet this morning on discussions with parties in Ireland; good progress continued to be made and there was a further meeting this afternoon in Downing Street, involving the party leaders, the Secretary of State and the Prime Minister. At Cabinet this morning there was also a discussion on anti-social behaviour, particularly in light of today’s visit by the Prime Minister and Home Sectary, which signified a re-newed focus from the Government on anti-social behaviour. The conversation at Cabinet was led by the Home Secretary with contributions from a number of Cabinet colleagues about the importance of continuing to focus on this area, which was of particular concern to local communities. The discussion touched on how existing powers could be used more effectively and on heightened public concern in light of the Pilkington case. There was also a discussion this morning on two aspects of industrial relations; Pat McFadden spoke on Royal Mail and said that he had been in touch with both sides in the putative dispute, and Lord Mandelson gave a brief update on the situation on Vauxhall. There was then a discussion on Afghanistan ahead of the Prime Minister’s statement to the House of Commons tomorrow. The Prime Minister emphasised the importance of Afghanistation, which was about training the army and the police on the ground; this had been a focus of discussions the Prime Minister had had with other leaders, including President Obama and was part of the approach of moving from counter-terrorism to counter-insurgency. Also at Cabinet this morning; Bob Ainsworth reported on the visit he made with the Home Secretary to Afghanistan and Pakistan; the Foreign Secretary gave a short update on the election process in Afghanistan; and Harriet Harman briefly addressed the situation regarding the Legg report.
