Put that the Prime Minister had spoken about criminal penalties on the World At One and could he expand on that, the PMS said that he could not; the Leader of the House and the Justice Secretary would jointly introduce the PSA Bill this afternoon and Harriet Harman would make an oral statement at 1630, following which the bill would be published.
Asked why the Prime Minister had said anything about it if there was going to be a statement at 1630, the PMS said that the Prime Minister in recent weeks had talked extensively about the kind of action we needed to take to reform parliamentary rules and that was what he was doing again today.
