Sir Christopher Kelly

Asked if the Prime Minister would accept the Kelly Report in full, the PMS said the Prime Minister was looking forward to welcoming the report and it would be an important step to moving away from a discredited system. The PMS said there were three clear tests for accepting the report; increased transparency, accountability and reduced cost for the taxpayer. The PMS said it was for the Independent Parliamentary Standards Authority (IPSA) to implement the report recommendations.

Asked if it was possible some Kelly recommendations would be rejected the PMS replied that was always a possibility, however it was unlikely given the expectations around the report and time frame for implementation by IPSA. The PMS said an interim IPSA team was in place to start the implementation of the report.

Asked if IPSA would be fully operational by April 2010, the PMS said the plan was for IPSA to be running as a stand-alone body by April 2010, however reiterated that an interim team was in place to take forward the Kelly recommendations.

Asked if the Prime Minister will see the Kelly report before it is released to MP’s, the PMS replied that the Prime Minister had been briefed on the Kelly Report.

Put that Harriet Harman had said it was likely that certain Kelly recommendations, such as employing spouses, may be rejected the PMS said Ms Harman had been raising an issue of concern that MP’s had expressed rather than commenting on the terms of the Kelly Report.

Asked how the Prime Minister meeting with Sir Christopher Kelly had progressed, the PMS said it had been a brief scheduled meeting, the details would not be released before the report was published.

Asked if the Chairman of IPSA would have to be approved by the full house, the PMS replied that the Speakers Committee would ratify the selection which would in turn be approved by the whole house. The PMS said the detail of the selection process would be in line with processes set out by the Office of Public Appointments.
