The Leader was asked, in view of the report published by Sir Hayden Phillips earlier today, if he could give any sense of the prospect of cross-party agreement. He said he did not know, but he hoped that would be possible. He referred to the attitude adopted by the Opposition. Mr Straw believed that there was a consensus within the country for more effective control of spending, both at national and local level.
