Asked about the speech and the Prime Minister’s reference to a European Growth Strategy, the Prime Minister’s Spokesman (PMS) told the assembled press that the Prime Minister had been promoting this in his discussions with European colleagues since the EU Summit before last. It was important that there was a growth agenda, shared not just by the UK but by other European countries. The Prime Minister had persuaded Prime Minister Zapatero that this should form a part of his programme when the Spanish Presidency comes into effect in January. The PMS said people should expect that when the final summit of the year meets, this would be at the forefront of the discussion and led by the Prime Minister. The Prime Minister would call for an international investment conference. It was important that the UK continued to be an attractive destination for inward investment; we were the world’s fifth largest economy and it was very easy to do business in the UK. The Prime Minister would host this conference with the Trade Minister Lord Davies and the First Secretary. This would bring together CEOs and other global players to discuss ways in which we could continue to promote the virtues of the UK as an outstanding global investment destination. The Prime Minister would also talk about the Rowland Review and its importance and would also make the point that we encouraged companies from big markets such as China and India to set up here as we were open for business. Asked if there was a date set for the conference, the PMS said we hoped it would take place in February. Put that Richard Lambert had said this morning that over the last ten years the economy had been driven by Government spending and consumer spending, both of which had been fuelled by debt and was the Government proud of this, the PMS said what the Government was proud of was the measures taken to address the affects of a major global recession. The effects on the UK from the global recession had been dramatic and the Prime Minister had been focussed on ensuring the combination of fiscal stimulus and measures to help people who faced the risk of losing their homes or becoming unemployed were directed towards these areas of concern. Asked if Richard Lambert’s comments were an unfair criticism, the PMS said he would not characterise any comments by Richard Lambert as being fair or unfair.
