Asked for more information on any Government announcements on small businesses, the PMS said that what the Government was doing to help small businesses would come out of Lord Mandelson s evidence to the select committee today. It was important to bear in mind that the biggest issue that small businesses faced at the moment was access to finance. Therefore, by far the biggest help we were able to give to small businesses was to stabilise the banking system and get bank lending moving again. Of course, insofar as there were other things we could do to help them manage at this difficult time, it was something we were looking at and Lord Mandelson today, was outlining some proposed measures. Asked whether the Prime Minister was concerned about the controversy surrounding Lord Mandelson already, the PMS said he was not. Asked if Cabinet had had a chance to say happy birthday to Lord Mandelson, the PMS replied that unfortunately they did not have an opportunity to do that. The Cabinet had been focused on the issues of Government and the issues that were facing the country at the moment.
