Lord Ashcroft

Asked if it was the Government’s view that Lord Ashcroft had met the undertakings he accepted with his peerage two years ago, the PMS said that the Honours Scrutiny Committee would have been the organisation to have dealt with any issues like this. The PMS added that he believed that this committee had been superseded by those of the Lords Appointments Committee.

Put that Lord Ashcroft had spoken about talks with the Government in the statement he released, the PMS replied that it may have been that he was talking about the official Government reaction.

Asked if there was a secretariat in No10 that approved honours, the PMS said that political honours went through the Honours Scrutiny Committee. Asked if he was clear that there was no dialogue with Downing Street on the matter, the PMS said that he would not comment on any occasion what correspondence or dialogue there was between individuals and Downing Street.

Asked how the Government recognised the term long-term resident, the PMS replied that he had not seen the exact legislation, but the proposal was that MPs and Members of the House of Lords were deemed to be ordinarily resident and domiciled in the UK.

Asked if the Prime Minister was concerned that wealthy residents of this country used Crown dependencies as tax havens, the PMS said that the Prime Minister’s view on this was that he completely supported the legislation that was going through the House in relation to those who were domiciled in the UK and the importance of that from a parliamentary perspective.

Asked if the Prime Minister had any plans to tighten up such laws, the PMS said that wherever a law was being abused, the Government’s view would of course be that laws needed to be tightened up, but he was not aware of any specific proposals.
