Asked why the Government feel it necessary to publish a rule book or guidelines on how Whitehall would function in the event of a hung parliament, the PMS said he wouldn’t describe it as a handbook, it relates to the importance of codifying the constitution and a written constitution. The Prime Minister had invited Sir Gus to do two things, one was to start the process of codifying what is essentially an unwritten constitution and then secondly, to start work on the process of the written constitution the second of which will take a lot longer.
