Cabinet Manual

Asked why the Cabinet Secretary felt the need for there to be a clarification of the hung Parliament, the Prime Minister’s Spokesman (PMS) said that the British constitution had never been codified and this work had been agreed with the Palace. A number of constitutional experts had been consulted.
