Climate Change

The Prime Minister’s Spokesman (PMS) began by giving an update on the Copenhagen Climate Summit. The Prime Minister had spoken to a range of leaders over the last few days including Ban Ki moon, Prime Minister Rasmussen of Denmark and other leaders from the developed and developing worlds.

Prime Minister Rasmussen had issued a formal invitation this afternoon, to heads of state or government to attend the summit. The Prime Minister had confirmed he would be attending and we believed that there would be other leaders attending.

President Lula of Brazil had announced a very ambitious Brazilian target of cutting emissions by between 38-42% by 2020 and the Prime Minister wished to congratulate him on his leadership on the issue.

Asked if a legally binding agreement was now possible rather than a political agreement, the PMS said that we would have preferred a full legal treaty, but that was unlikely and had been for some time. A politically binding agreement was good in the circumstances as this could lead to a clear timetable for a legally binding agreement.
