Asked if the Prime Minister had a view as to whether Cabinet members who were members of the House of Lords should be allowed to make statements in the House of Commons, the PMS said that the Prime Minister had corresponded with the Speaker on this subject and would be supportive in principal of enabling those Ministers who sat in the House of Lords to be accountable in the House of Commons. It was for the Speaker to develop a proposal.
Put that if the idea went ahead it would be the case that eventually three quarters of the Cabinet would be Prime Ministerial appointees, the PMS said that if the proposal did go ahead it would be another positive step forward in the direction of accountability and transparency.
