MPs Expenses

Asked if the Prime Minister was comfortable with the idea of a pay rise for MPs to compensate them for earnings they might lose as a result of the Kelly Review, the PMS said he did not think anyone was proposing that. Put that Sir Stuart Bell had mentioned it, the PMS said the most important thing about the Kelly Review was that this was the end of the self-regulation regime that we had been experiencing. This was a new start and it was now for IPSA to take the report and implement it as quickly and as fully as possible.

It was the PMS’s understanding that most of what was required could be done without any new legislation; anything on pay would require a change in regulation to enable IPSA to be involved in that.

Asked if there was any reaction from the Prime Minister on the maximum pay level that Sir Ian Kennedy would receive, the PMS said that how much Sir Ian Kennedy was paid was not a decision for the Prime Minister. 100,000 was a maximum.

Asked what kind of hours Sir Ian Kennedy would be working and whether he held any other jobs, the PMS said that was a matter for IPSA. The PMS said that he was sure that IPSA would want to uphold the objectives of accountability and transparency in all that they did.
