European Council

The Prime Minister’s Spokesman told the assembled press that the Council would be discussing the economy and climate finance this evening. The Prime Minister had written to Swedish Prime Minister Reinfeld setting out what he thought would be a good, broad agenda for discussion and Prime Minister Reinfeld had agreed to that.

The Prime Minister wanted to look past the short term at the issues that would support the medium term sustainable recovery around jobs and growth. On climate change the discussion was likely to focus on climate financing. The Prime Minister was very keen for Europe to show leadership on this issue and he would be arguing for Europe to sign up to an ambitious package on climate finance. Developing countries would need to play their part in this but it was important that they were supported by those who could contribute financially.

The agreement we were looking for was 100 billion euros of public and private finance by 2020, which included contributions from developing countries. International public funds of around 30-40 billion euros were needed as part of this and Europe would have to pay its fair share. The Prime Minister would be pushing hard for these outcomes.

The dinner would include an update from the Presidency and the Czech Republic on the ratification of the Lisbon Treaty. Tomorrow the leaders would be discussing the conclusions text.
