ED Balls

Asked whether the Prime Minister was involved in any way in Ed Balls decision to overrule the Childrens Select Committee over the appointment of the new Commissioner and did he agree with Barry Sheerman that Ed Balls was a bully, the PMS replied that he had made the Prime Minister s view on bullying very clear this morning; he did not condone any form of bullying at all. On the first point, there was a process in place and it was for the Secretary of State to receive the advice from the appropriate committee. Ed Balls had received the advice and had decided to press ahead with the appointment.

The Prime Minister was aware of this, but it was up to the Secretary of State to see through the process. Asked if the Prime Minister was happy for Ministers to overrule Select Committees in that way, the PMS said that it was entirely legitimate for the Secretary of State under these circumstances to make that decision. He had set out his thinking very clearly and had said that this was about getting the right person to be the champion of children and young people in our country.
