Put that the McChrystal report had been leaked on the Washington Post website and had apparently said that the war on the Taliban needed additional forces and a new strategy and what would the Government s response be to a request for more troops, the PMS said that the Prime Minister had made clear in his speech on the 4th September that some of McChrystal s broader points such as Afghanisation had come up when the Prime Minister met with General McChrystal on his last visit to Afghanistan. These were matters for the NATO Alliance as a whole to take forward.
In terms of troop numbers, we needed to make sure that the election process was completed before we or anyone else took a view on troop numbers going forward.
Asked whether progress had been made on the possibility of an Afghan Summit, the PMS said that discussions were ongoing, but he was not in a position to say anything beyond what he had said previously, which was that there could be two meetings; one in Kabul and one in an international location.
