Asked about the Prime Minister’s thoughts on vetting and barring regarding adults driving children, the PMS said that Ed Balls had written to Sir Roger Singleton. Some concerns had been raised about the issue of frequent or intensive contact and this was about drawing the line in the right place.
Asked if the Prime Minister was dismayed to find out about the way the guidance had been drawn up, the PMS said no; this was an issue for Ed Balls and his department, and it was right that he had taken that step.
Asked if the guidance was cleared by Ministers before it was published, the PMS said that he would check.

Co-incidentally I had a long “off the record” phone call with a functionary at the ISA which touched on this case. It became clear during this call that the VBS is already dead, at least in its present form, because of swamping from false historic allegations and because of violations of ECHR6 (fair trial, “convictions” based on allegation), and that this is well-known to ISA staff and some members of the judiciary. It is only politicians that still haven’t cottoned on. Whether Ed Balls’s review will breathe new life into it by downsizing and de-scoping, or will be the coup de grace, which I think is the commonsense approach, remains to be seen.
