Asked what the current proportion of people was who did get to see someone within two weeks, the PMS said that we could say more about this, this afternoon. There was a big difference between setting a centrally imposed target and putting in place an entitlement that PCTs would be obliged to meet. Asked if it was already 100%, the PMS said he did not think it was but we were doing well in meeting that target and what we wanted to do was to be able to entrench some of the progress we had made in the NHS and other public services that had only been possible because of the targets we had introduced.
