Asked whether the Prime Minister thought it appropriate for the Schools Secretary to big foot the Chief Secretary to the Treasury and start briefing about the Government s spending plans, the PMS said he did not accept that characterisation. The Schools Secretary was responsible for a major spending Department, and of course would talk about spending issues that relate to his Department.
