The Prime Minister s Spokesman (PMS) began by briefing journalists on this morning s Cabinet meeting. Cabinet began at 10am and was still ongoing when the PMS left at around 10:30 to prepare for this briefing. Today was the day when the Scottish Borders switch over to digital television.
