Asked whether it was embarrassing for the Government that corporation tax would be offset for those companies providing nearly a billion pounds, meaning the amount was actually closer to 600million, the PMS replied that the Treasury had already said today that they had accounted for the impact of the package, including on tax revenues. The important thing was to focus on what would be achieved through this package, which was that it would give all households access to at least 50% off energy efficient measures and help people save money over the long-term. Put that since the Treasury had taken it into account, the package was bigger than people had thought, the PMS said that the figures issued yesterday still stood. Asked whether the Prime Minister agreed with Phil Woolas that people should take out home loans against their property to help install energy efficient measures, the PMS replied that what we had said yesterday was that under the arrangements made with the energy companies, people could get at least 50% off the total cost and under the combined schemes including Warmfront, people could get even more assistance to insulate their homes. In terms of people s individual circumstances, it was a decision for the consumer rather than the Government to recommend a course of action. Clearly, it was in the long-term interests of the consumer to take what steps they could to insulate their homes and we had provided a package of assistance that enabled people to do that.
