Vehicle Excise Duty

Asked repeatedly if the Prime Minister planned on correcting his response to David Cameron on 4th June that the majority of drivers would benefit from the change to Vehicle Excise Duty (VED), the PMS said that the Prime Minister had been asked this question by Andrew McKay in the House of Commons today and the Prime Minister had answered. In relation to the wider issue, the Prime Minister had made very clear on 14 May that the Budget proposals would result in the majority of motorists benefiting or paying no more in VED as a result of changes to the Budget.

Put repeatedly that that meant the Prime Minister had been wrong on 4 June, the PMS said that the Prime Minister had set the position out on 14 May and that remained our position. The PMS referred journalists to the Hansard record of the exchanges between the Prime Minister and the Leader of the Opposition; the response from the Leader of the Opposition on 4 June was, "he [the Prime Minister] says that next year half of all motorists will be better off or no worse off". So the impression in the House at the time, as summarised by the Leader of the Opposition, was that the Prime Minister was not saying anything different, in essence, to what he had said on 14 May.

Asked repeatedly if the Government had been trying to conceal Treasury figures regarding this, the PMS said that he did not think that that was the case but it was a question for the Treasury.
