Cluster bombs

Put that the Foreign Office were saying that we should keep the two cluster bombs we had but that the Prime Minister had said that we should review that situation, the PMS replied that a discussion on cluster bombs was ongoing in Dublin at the moment and that she did not want to pre-empt the discussions regarding international consensus that we were trying to build. The briefing that had been given yesterday afternoon spoke for itself; our position was that our forces would always operate in strict accordance with international humanitarian law and this meant we would ensure that we took into account the risks of civilians. However, the international discussion was taking place in Dublin at the moment and we should allow that to conclude.

Put repeatedly that it sounded like the Foreign Office had already assessed this and felt that we should keep the two cluster bombs as they did not cause harm and asked why there was a differing point of view from Downing Street, the PMS replied that she did not think there was a difference in positions; these things were kept under constant assessment, but as there was an international conference taking place in Dublin it was an opportunity to look again.
