Licensing Act

Put that the report on 24 hour drinking suggested that there had been a bit of a problem with some of the violence being pushed into the early hours of the morning, and asked for the Prime Minister’s view, the PMS replied that the Prime Minister’s view was the Government’s view as set out today. There did continue to be concerns in a number of areas, and we did identify the issues in relation to 3am and 6am that had been put to us. We were setting out today measures to rebalance the Act, with tougher measures on enforcement in particular. But as he was saying yesterday, today was not meant to be the final word on the subject. There were a number of other aspects of policy relating to alcohol that were being looked at by the Government – the Department of Health were looking at the whole issue of pricing and promotions, DCSF were looking further at the whole issue in relation to alcohol and young people. So this was not meant to be the final word, it was never intended to be, and obviously we would continue to look at this.

Asked if binge drinking was a high priority for the Prime Minister, the PMS replied that it was clearly an issue for the public, and the Prime Minister acknowledged that and recognised that. He believed in particular that there were issue around enforcement in relation to young people, and that was what we had been focusing on mainly today.

Asked what effect increasing the fine for drinking in public from £500 to £2,000 would have on young people, the PMS replied that this clearly seemed to be a big increase.

Asked if the young people could not pay the £500 fine, how would they pay the £2,000, the PMS replied that that was a law enforcement issue.

Asked if DCLG were looking at any aspect of planning, and making it easier for councils to turn down applications from pubs, the PMS replied that it was best to check with the department.
