Put that the Phillips Report suggested going ahead with a formula on more state funding for parties in elections, and asked if it was on the basis of the Phillips Report that the Government was proceeding, the PMS replied that a distinction need to be made between the Labour Party position and the Government position. It was not for him to talk about the Labour Party position. The Government, through the Hayden Phillips process, was trying to find a consensual solution to this. But it was for the parties to work together to find that solution. Put that the Government would bring forward proposals, the PMS replied that it was the intention to bring forward proposals, but it was the intention to bring forward proposals on the basis of cooperation and consensus between the parties.
