Asked if the PM had been in contact with Alex Salmond about the Scottish Parliament’s programme, the PMS said there was an open channel of communication between the Scottish Office and the Scottish Executive and these issues would be discussed. Put that the Scottish Executive were relaxed about calling themselves the Government, the PMS replied that he wasn’t aware of any change in the devolution settlement. Asked if the Prime Minister was relaxed about further powers being devolved to the Scottish Executive, the PMS said that this would be subject to debate and there were ongoing discussions.
