Presumably this is for pension purposes only. If the PMOS is a genuine Civil Servant then why is he spending his time trotting out Government (sorry, New Labour) propaganda? The PMOS was aked what Blair's view was, not what he thought about the question. A simple 'no comment' would have been sufficient, but once again the PMOS has put his mouth into motion before engaging his brain - assuming of course that he has one.
