No Plan No Budget No Timeline No Clue Come on - someone must have more than this wishy washy crap to tell us. The Bill certainly doesn't have any substance - apart from the bit about the government being able to change the scope of the ID cards at will. Maybe its that the Home Secretary doesn't know anything more than the concept and is relying on EDS to produce a specification and system. In which case it would be safer to abandon the scheme and suffer the possibility of increased benefit fraud, illegal immigration and terrorism - because that will cost far less in money and misery than this Bill. Same old arguments but..
