		<description>Why was the tomlinson report commissioned, and then disregarded, with Ruth kelly stating that her exam system would be staying, when others stated back in 2004, that the exm system was too stressful.  The diploma system would work.

Why commision a report, and then ignore it?  Maybe the Tomlinson report found some un-wanted truths?</description>
