Asked if the Prime Minister was disappointed that MPs voted down his proposal for a code of conduct, the PMS said that they didn t vote down the proposal. The key part of what the Prime Minister was arguing for was a code of conduct that related to financial matters, and that remained. Wider code of conduct issues would be discussed as part of the wider Constitutional Renewal Bill. For us the key issue had always been code of conduct in relation to financial matters and putting that on a statutory basis remained our aim.
Put that Ed Balls had today forecast a real terms increase in education investment, the PMS said that Ed Balls had been setting out his plans this morning and explaining the costings for this spending review period. He also said that it was for the Chancellor to set out economic forecasts for spending in the future.
Asked if the Prime Minister had sent a letter to Lady Thatcher, the PMS said that he would imagine such a letter, if written, would be kept private.
