Asked whether the Prime Minster agreed with the Foreign Secretary s views on the war on terror, the PMS said that the Government s position on the use of the phrase war on terror was well known and had been for some time. The point that David Miliband made in his speech was that terrorism needed to be addressed in a comprehensive and effective way and whilst war on terror was a rallying cry post 9/11, we needed to be wary about its use and its effectiveness. That had been the Government s position for some time.
Put that David Miliband was not only talking about the phrase but the concept and the problems emanating from it, the PMS replied that what David Miliband was saying reflected our approach to terrorism, not only the language we used but the action that we took and that had been the case for some time.
